Council Member Joseph H. Barlow was appointed to the Suffolk City Council on January 24, 2005 and was sworn in on February 2, 2005, as the representative for the Chuckatuck Borough, with a term expiring June 30, 2006. He was elected to his first full term on City Council in July, 2006. He was re-elected for a second full term with a term expiration of December 31, 2010. Council Member Barlow was previously appointed to City Council on January 14, 1998 and served until June 30, 1998. Prior to serving on City Council, he served as a member of the Suffolk Planning Commission and as the Chair of the Suffolk School Board and Suffolk Tomorrow. Council Member Barlow also is one of the City’s representatives on the Western Tidewater Water Authority and serves as the City’s representative to the Planning Council. Since 1958, Council Member Barlow has been a self-employed farmer. He is a proud graduate of Virginia Tech University and is an active member of their Alumni Association.
