Council Member Robert C. Barclay IV was sworn as the representative of the Sleepy Hole Borough on January 5, 2009. He is also an attorney with the Portsmouth based firm of Cooper, Spong and Davis, P.C.  He was born in Portsmouth in 1960 and graduated from Nansemond-Suffolk Academy in 1978.  Council Member Barclay obtained a Bachelor of Arts in 1982 and his Juris Doctor in 1987 from the University of Virginia.  After earning his law degree, Council Member Barclay served five years active duty as an officer in the United States Navy Judge Advocate Generals (JAG) Corps. 

          After completing his military service, Council Member Barclay entered private law practice and has practiced with Cooper, Spong & Davis since 1993.  He is a member of the Norfolk/Portsmouth Bar Association and the Virginia Bar Association

           Throughout his career, Council Member Barclay has been community oriented and civic minded.  He has previously served on the Virginia Juvenile Justice and Delinquency Advisory Counsel, Portsmouth Planning Commission, Virginia Port Authority and Suffolk Airport Commission. Council Member Barclay is a member of the Portsmouth Kiwanis Club and enjoys taking part in activities with his sons’ Boy Scout Troop in Driver.
