AMERICAN RECOVERY & REINVESTMENT ACT (ARRA)

On February 17, 2009, President Barack Obama signed into law the American Recovery & Reinvestment Act (ARRA). The final bill includes $787 billion in spending increases and tax reductions intended to spur economic growth; the majority of the funding flows through existing programs and formulas. Virginia will receive funding totaling about $4.8 billion over approximately two years. Most of the funding programs will require a commitment within the next couple of months by states and localities for eligible funding proposals. The President's Office of Management and Budget (OMB) guidance aims to reduce "wasteful and unnecessary spending" and its requirements create "unprecedented levels of accountability" for grantees, who will begin reporting on the use of funds on July 10, 2009.

The Suffolk Stimulus Work Group is an internal work group that monitors regulations and ARRA funding opportunities, as well as develops grant applications, implements awarded programs and projects, meets audit requirements, and coordinates with outside agencies. The City has identified funding opportunities in the general areas of:
